The final chance to vote in the District’s special election to fill an at-large D.C. Council seat starts at 7 a.m. Tuesday. Polls close at 8 p.m. Despite early concerns about cost, the city is opening all precincts for the vote. There are nine candidates running to fill the at-large council seat vacated by Kwame Brown when he was sworn in as council chairman in January.
