The Alexandria City Council could vote to approve a controversial development plan for the city’s waterfront at a meeting Saturday, but locals who oppose the plan say they aren’t going down without a fight. Citizens for an Alternate Alexandria Waterfront Plan has submitted a petition with about 200 signatures. If it’s accepted by the city, the plan must be passed with a supermajority of at least six of the seven council members in favor.
