As the process of doling out committee assignments wraps up, the 20 conservative Republicans who initially stood against Kevin McCarthy’s (R-CA) bid for speaker will all secure positions, fulfilling his promise not to retaliate against those who wouldn’t back him.
A number of panels have yet to be filled, but so far, most of his critics have landed on respected committees. This includes Rep. Byron Donalds (R-FL), whom the holdouts rallied around on several ballots earlier this month, receiving a spot on the Financial Services Committee. Rep. Paul Gosar (R-AZ), who was stripped of his committees by Democrats at the beginning of the last Congress, was placed on Oversight, an influential committee that is investigating President Joe Biden’s handling of classified documents.
Reps. Michael Cloud (R-TX) and Andrew Clyde (R-GA) were assigned to the powerful Appropriations Committee.
Some holdouts were already on prime committees — Andy Harris (MD) on Appropriations and Ralph Norman (SC) on Financial Services, for example — and will keep their spots in the new Congress.

Committees are decided by the Republican Steering Committee, a 30-member panel of GOP leadership and regional representatives. Most returning members are keeping their previous posts.
While Majority Leader Steve Scalise (R-LA) has stressed that they did not promise assignments to any particular lawmakers, he said they committed to “making sure that our committees are represented by a whole swath of our membership,” which would include key positions for members of the conservative Freedom Caucus.

Scalise announced the heads of each committee last week. In almost all cases, the ranking Republican during the last session of Congress became the chairperson, the only difference being Rep. Jason Smith (R-MO) taking retiring Rep. Kevin Brady’s (R-TX) place as head of the Ways and Means Committee.
The GOP has also said it will keep several Democrats off committees in retaliation for Reps. Marjorie Taylor Greene (R-GA) and Paul Gosar (R-AZ) being stripped of their committee assignments at the start of the last Congress. McCarthy wants Reps. Eric Swalwell (D-CA) and Adam Schiff (D-CA) off the Intelligence Committee and Rep. Ilhan Omar (D-MN) off the Foreign Affairs Committee.
