What: Despite more than 300 million taxpayer dollars, three years of work, and a pressing national security need, the FBI is uncertain if it can develop a computer-based system for managing investigations or how much it will cost. The project, “Sentinel,” was started after the FBI’s failure to develop a $170 million networked system.
Why it’s an outrage: The FBI accepted delivery of a development phase of Sentinel even though it was known to have serious problems. It spent an additional $780,000 in operations and maintenance to correct defects.
