Jill Biden said she is “disappointed” that free community college is no longer part of President Joe Biden’s social spending bill.
The first lady spoke at the Community College National Legislative Summit in Washington, D.C., Monday and confirmed the Democrats are no longer including her promise of free community college in discussions concerning Build Back Better legislation.

“Congress hasn’t passed the Build Back Better legislation — yet,” Biden said. “And free community college is no longer part of that package.”
The original legislation included $45.5 billion in spending to cover states paying for two years of community college over a period of five years.
“We knew that this wasn’t going to be easy,” Biden said. “Joe always said that. Still, like you, I was disappointed because, like you, these aren’t just bills or budgets to me, to you, right? We know what they mean for real people, for our students, and it was a real lesson in human nature that some people just don’t get that.”

Joe Manchin was a key Democrat who prevented the spending legislation from passing. In December, the senator voted against the cost and key provisions in the bill.
