Arlington County board members said Hynes, the board’s vice chair, will serve as chairwoman in 2012. Hynes, a county board member since 2007, is also a member of the Washington Metro Area Transit Authority board and served on the Arlington School Board for more than 10 years. Board member Walter Tejada will serve as vice chair in the coming year.
