U.S. marshals are looking for homeless man accused of sexually assaulting a woman in Waldorf.
Police said 47-year-old Richard “Keith” Lilly Sr. attacked a woman near railroad tracks in Dec. 4, while he was staying in a nearby homeless camp. He is facing charges of assault, a sex offense and for violating his probation on previous convictions in Charles County.
Marshals are asking the public for information about Lilly’s whereabouts. Readers of the Washington Examiner have provided information that helped marshals capture at least 15 fugitives so far.
“With a history of living in camps and shelters, he could be anywhere,” said Matt Burke of the Capital Area Regional Fugitive Task Force. “Investigators need the public’s help to bring him in before he hurts someone else.”
Lilly is listed as 5 feet 10 and 195 pounds with blue eyes. Investigators believe that he has most recently been around Gaithersburg. He could staying in homeless camps in wooded areas or homeless shelters from time to time. Lilly has family and friends in Anne Arundel County, and has worked in the flooring industry in and around the D.C. metropolitan area.
The suspect has a long history of arrests dating back to an attempted rape in 1985, Burke said. Other arrests include charges of burglary, possession of PCP, assault, theft, stalking, escape, driving under the influence, domestic violence and making false statements. He’s been arrested in Prince George’s, Fairfax, Calvert and Baltimore counties, as well Oklahoma and Florida.
“Lilly’s clearly a regional threat,” Burke said.

The Capital Area Regional Fugitive Task Force, run by the U.S. Marshals Service, is composed of 30 federal, state and local agencies from Baltimore to Norfolk. The unit has captured more than 29,000 wanted fugitives since its creation in 2004.
