Building height limit decision delayed

The Howard County Council delayed until next month a decision on limiting building heights in downtown Columbia, pinning hopes for a compromise at a meeting scheduled for Friday.

“This is the wrong time to change the dynamic in any way,” said Councilwoman Jen Terrasa, D-District 3, adding there was a “fruitful discussion” last week between developers for the Plaza Residences and the opponents of the tower. Both parties agreed to meet again to continue talks.

The council unanimously agreed Monday to table a measure, introduced by Councilwoman Mary Kay Sigaty, D-District 4, that would limit building heights to 150 feet until a downtown plan is developed.

However, the council was less in agreement over a related measure that would modify pending projects to encompass those being challenged in court. This is not limited to the planned 275-foot tower and includes the entire county.

“This is an important issue that impacts more than the tower,” said Councilman Greg Fox, R-District 5, who voted against the measure and said it would be bad for the business community.

“I don?t feel it?s in the best interest of Howard County to prolong the uncertainty this bill creates,” said Councilwoman Courtney Watson, D-District 1, who also voted against it.

The proposal encourages frivolous appeals, she added.
