GOP poised to outline Obamacare replacement

House Republicans next week will release an Obamacare replacement for the first time since President Obama’s healthcare law was passed, but it will function more as an outline than an actual bill.

The plan won’t include specific dollar figures but rather lay out a number of policy changes, which include providing a tax credit to help people afford coverage and capping the insurance tax break employers get, lobbyists and aides told The Hill.

The plan is part of six policy proposals House Speaker Paul Ryan is releasing this month dealing with poverty, foreign policy and taxes among other issues.

House Republicans had vowed since passage of the 2010 Affordable Care Act that they would unify around a plan to replace the healthcare law, but never succeeded in doing so under former Speaker John Boehner. But Ryan has prioritized policy during his tenure as speaker in an effort to show that Republicans are serious about improving the way government functions.

The healthcare plan could provide a blueprint for replacing the healthcare law next year should presumptive GOP presidential nominee Donald Trump win the White House and Republicans retain control of Congress.
