Baltimore County auditor to resign post at month?s end

Citing stymied efforts to change the way county employee?s pensions are calculated, longtime Baltimore County auditor Brian J. Rowe said he plans to resign at the end of the month.

After 12 years with the county, Rowe, 60, said his primary reason for leaving is a new career opportunity.

But he said the decision also had to do with a county proposal that would enhance pensions for county employees who used to work for the state.

“It?s complicated,” Rowe said. “It?s extremely important.”

Rowe, who served as chief financial officer for the Maryland State Retirement and Pension System before coming to Baltimore County, urged council members to adopt the change, which he said had no fiscal impact on the county, said Council President Sam Moxley, D-District 1.

But Moxley said the council withdrew the bill on advice from the county?s budget office, which indicated the move could be costly.

“If it increases someone?s pension, the money has to come from somewhere,” Moxley said.

Moxley, who said Rowe disclosed his plans privately to the council after a work session Tuesday, credited Rowe with diversifying his staff. He said the council is ikely to wait until a budget is adopted to hire a replacement.
