Swing-seat Democrats under GOP assault over infrastructure

Three House Democrats representing swing districts are under attack by a Republican group aligned with House Minority Leader Kevin McCarthy that opposes President Joe Biden’s infrastructure package.

The American Action Network unveiled a $1 million advertising campaign Wednesday targeting Rep. Cindy Axne in Iowa’s 3rd Congressional District, Rep. Jared Golden in Maine’s 2nd, and Rep. Ron Kind in Wisconsin’s 3rd. The spots, running on television and digital platforms, tie Biden’s proposal to House Speaker Nancy Pelosi. The three Democrats are accused of supporting a bloated infrastructure bill financed by onerous tax increases that would hurt small businesses and leave people unemployed.

“This is just the first step of our efforts to ensure Americans understand the disastrous consequences Pelosi’s plan would bear for families, small businesses and our economic recovery,” Dan Conston, American Action Network president, said in a statement.

The political nonprofit group’s television ad features a small-business owner walking through his production plant and speaking straight to the camera about the flaws of the Democratic infrastructure plan and the harm it would do to the economy. Plans are to use the spot to undermine several Democrats. But the American Action Network started in three House districts where the Republicans believe they can win in 2022 in their bid to recapture the majority.

Last week, House Democrats introduced a $547 billion infrastructure bill that is modeled on elements of Biden’s larger package, known as the American Jobs Plan. The House Democrats’ plan, which they call the INVEST in America Act, would spend $343 billion on roads and bridges and $109 billion on public transit. There is no pay-for mechanism in the legislation, meaning no tax hike.

But Biden is proposing tax increases on corporations and individuals to cover the cost of his infrastructure plan. The president has emphasized that tax hikes would not apply to people earning less than $400,000 annually. However, a married couple where both spouses are making $200,000 each would be subject to Biden’s tax hikes.
