Demands have been growing for Jackson to explain his extended absence.

The slaughter, declared genocide by an international court in 2004, is considered the greatest loss of life on European soil since World War II. About 30,000 Muslims commemorated the 17th anniversary of the massacre Wednesday and buried an additional 520 newly identified victims.

Bolstering the case for keeping the ban is the threat that rats and other critters would be attracted to the victuals.
