Agents from the Bureau of Alcohol, Tobacco, Firearms, and Explosives and the FBI were conducting classes on the site at the time of the explosion, and the county bomb squad was taking part in the training, according to a news release. State police and the Department of Corrections were on the scene but were not involved in the training.

“Staff from the Montgomery County Bomb Squad were installing an explosive device for a later class when it prematurely exploded,” the spokesperson told the Washington Examiner. “The facility is under normal operations and has not been affected.”
