ANNAPOLIS – Republican Maryland state senators are filibustering a measure that would give illegal immigrants lower tuition rates at Maryland public universities and colleges.
Sen. David R. Brinkley, R-Carroll and Frederick counties, began reading the paperback novel Born to Run on the Senate floor after lawmakers gave an initial nod to the measure, which would grant in-state tuition rates to undocumented students.
The measure passed on second reading on 24-23 after 2 p.m. on Monday, the last day that the Maryland legislature is in session.
A second and final vote, which Brinkley is preventing with his filibuster, is needed to send the bill to the governor’s desk. The measure has passed in the House.
