WHAT: California received $275 million in federal stimulus and block grant money to winterize homes. Only eight of the 36 service providers, however, were ready to begin weatherizing homes as of Dec. 22, 2009.
WHY IT’S AN OUTRAGE: First, California homes don’t need to be weatherized on our dime, and second, these jobs that were described as “shovel ready” obviously weren’t.
