Tommy Wells to introduce reform legislation

Ward 6 Councilman Tommy Wells is set to introduce a bundle of bills Tuesday meant to prevent at least a few future bad headlines for the D.C. Council.

The first bill goes right to the heart of the council Chairman Kwame Brown’s attempts to secure himself a city-funded fully-loaded Lincoln Navigator. 

The legislation “prohibits the District from procuring luxury-class vehicles and establishes clear parameters and restriction on the types of vehicles the District may lease and purchase,” a statement from Wells’ office said.

It would also freeze the city’s vehicle fleet at its current size and creates a process for the District to acquire the vehicles that will best fulfill the needs of city agencies, the statement said. 

A second bill deals with campaign finances. It would specifically require campaigns to report contributions and expenditures on for transitions and inaugurations. The bill also would make it illegal for an elected official to create a non-profit organization in the waning days of a term to spend unused constituent services cash for political purposes. 

The third and final bill creates a new schedule for reporting campaign finances to meet the new campaign schedule created when the council set the primary date for the first Tuesday in April. The reporting schedule currently revolves around a September primary date.
