Charging documents reveal a chaotic and dangerous scene the night a Frederick County man allegedly tried to run over a Howard County police officer, after a different officer shot the man in the head.
Michael Brown, 36, of Frederick, was naked from the waist down while in possession of a crack pipe in the moments before a police officer shot him in the head, according to court documents.
At 1:30 a.m. Sunday, a police officer responded to Sand Hill Road near Interstate 70 for a report of a suspicious vehicle.
When he arrived, the officer saw a sport utility vehicle traveling down Alpha Center Drive toward the Howard County Police Department firing range, police said.
The officer stopped the SUV and discovered Brown was naked from the waist down. A second officer then responded to the scene.
As officers tried to arrest Brown, who was now wearing boxers and had left the vehicle, Brown ran to his SUV, driving off with one of the officers half in and half out of the vehicle, dragging the officer?s feet alongthe asphalt, police said.
The second officer, who chased the car on foot, scuffled with Brown and then shot Brown in the head, charging document state.
“Brown slumped forward and sat still,” the documents state.
As the second officer checked the first officer for injuries, Brown surprisingly awoke and began driving the SUV again. He turned the vehicle around and drove toward the officers, but missed them, police said.
The officers chased Brown for 20 minutes to the Normandy Center High?s Store in Ellicott City, where Brown was taken into custody.
Brown is charged with attempted first-degree murder and first-degree assault.
He is being held at the Howard County Detention Center without bail.
