Howard could delay debate on height limits

The Howard County Council may have to wait to debate limiting the height of the planned 275-foot Plaza Residences in Columbia.

As of late Friday, the council was still waiting for the county Planning Board?s opinion of two proposed zoning changes.

The board on June 7 voted down the changes, which would temporarily limit building heights in Columbia to 150-feet.

Councilwoman Mary Kay Sigaty, D-District 4, who proposed the zoning amendments, was waiting for more information on the board?s decision before filing legislation.

All proposed changes must be brought as legislation. Now, it?s just a question of when.

“It is frustrating,” Sigaty said Friday. She and other council members have said they were anxious to begin debating the legislation.

Sigaty said based on what she has seen from the board before, she was surprised the board was taking so long.

Monday night?s legislative session is the latest Sigaty can file legislation for July consideration, before an August break.

Council Chairman Calvin Ball, D-District 2, said he doesn?t “begrudge” the board, but each passing day means less of chance the council will see the legislation in July.

According to the board?s rules of procedure, they must issue a decision within 30 days of the hearing. The board can extend this an additional 60 days.

The board held hearings April 17 and May 24 and a work session June 7.
