Spicer: Comprehensive tax reform outline coming in weeks

President Trump will offer an “outline” for comprehensive tax reform in a matter of weeks, White House press secretary Sean Spicer confirmed Thursday.

The Trump administration will be “rolling out the outline of comprehensive tax plan that we’ll be working with Congress on that will address both the business side of the tax ledger as well as the individual rates,” Spicer said at a press briefing Thursday afternoon.

Earlier in the day, Trump told a group of airline executives visiting the White House to expect a tax announcement in two to three weeks.

Spicer offered few additional details, except to note that the plan would be comprehensive, meaning that it would address both business and individual taxes, and that it would be intended for passage using a special budget procedural tool that allows legislation to be passed with only a simple majority in the Senate.

Trump is not planning to move business tax reform before individual reform, Spicer also clarified.

The outline will “be the first time that this nation has seen a full comprehensive tax reform in a long, long time,” he promised.

Later Spicer clarified that the administration is aiming to hear from House Speaker Paul Ryan and Senate Majority Leader Mitch McConnell about the best path for legislation, and said that he doesn’t “want to be prescriptive.”

There is a “a very large conversation” taking place between the administration to drum up bipartisan support for tax reform, he said.
