WHY IT’S AN OUTRAGE: The Government Accountability Office has repeatedly chastised the IHS for overbuying IT equipment. Since 2004, the IHS has lost $19 million worth of computers and IT equipment, much of it probably stolen. The problem remains unaddressed.
