Prosecutors: NSA worker gave wife money

Federal prosecutors Tuesday filed charges against a National Security Agency employee, alleging he directed $340,000 of taxpayer money to a company run by his wife.

Wayne J. Schepens, 37, of Severna Park, is scheduled for an initial appearance and arraignment before U.S. District Judge Catherine C. Blake on Thursday in U.S. District Court in Baltimore City.

As a government employee, Schepens created the Cyber Defense Exercise, an information assurance competition between cadets and midshipmen at various military service academies, prosecutors said.

In the exercise, which Schepens directed between 2001 and 2005, “blue” teams are graded on their ability to protect computer networks from attacksby “red” teams made up of NSA employees and military reservists.

The situation is alleged to have turned criminal after March 2004, when Schepens? wife became chief executive officer and majority shareholder of a corporation known as CDXperts Inc., headquartered in the family?s home.

On Sept. 3, 2004, Schepens caused CDXperts to receive a $340,000 subcontract through the Naval Postgraduate School in Monterey, Calif., to support the Cyber Defense Exercise, according to prosecutors.
