Given China’s close relationship with Russia, the sudden announcement indicates that Russia may be preparing an escalation of its invasion of Ukraine following a series of setbacks.

Kazakhstan, a country with cordial relations with Russia, also urged its citizens to evacuate Ukraine, “in light of intensifying attacks on civil infrastructure and government facilities,” its embassy said in a statement last week, according to CNN.

Serbia, a longtime Russian ally, recently announced the closure and evacuation of its embassy on its website. A spokesman told CNN that staff would work in Belgrade until it was rendered safe to return.

However, the move may also simply be a response to Russia’s increasing missile strikes against civilian infrastructure in Ukraine, particularly toward Ukraine’s energy grid, which are bound to make the living situation difficult as winter approaches.
