A twice-deported illegal immigrant with alleged gang ties has been accused of rape in Montgomery County, Maryland.
Jose Lopez-Gonzalez, a Salvadoran national, was pried off of a half-naked, semiconscious woman by a police officer, Montgomery County Police alleged in court documents.
Dispatchers received a call around 9:30 p.m. on March 5 of a man raping a woman underneath a stairwell in Wheaton, Maryland, saying the woman could be heard screaming, “No!”
The first officer on the scene said he found Lopez-Gonzalez undressed from the waist down on top of the woman and had to pull him off of her after verbal commands to stop were ignored. The outdoor stairwell was in plain sight of the street, according to ABC 7 News.
“I’m sorry. I’m sorry,” Lopez-Gonzalez told the officers while standing next to the unresponsive victim lying on the ground.
The 35-year-old man was charged with second-degree rape and second-degree assault and told officers during an interview at the police station that he was aware the victim was drunk and assumed she wouldn’t remember what happened.
The victim’s blood alcohol content, when tested at the hospital, was .352, which is more than four times the legal limit.
Immigration and Customs Enforcement released a statement identifying Lopez-Gonzalez as an illegal immigrant who has been deported twice and has alleged gang ties to MS-13.

According to ICE, the accused rapist is a Salvadoran native and believed to be associated with MS-13.

Montgomery County, Maryland, dropped late last year part of its “sanctuary” policy, banning ICE from secure portions of jail, after nine illegal immigrants were charged with sex crimes in the county.
