A double rainbow appeared above the White House in the waning hours of Thursday afternoon.

President Trump wasn’t in Washington, D.C., to enjoy the view, however. He was rallying in West Virginia, where he appeared with the state’s governor, who officially announced he was changing parties to become a Republican.
