Joe Biden said sex-change surgery is medically necessary for transgender people while pushing for changes that would require insurers to cover such procedures.

The former vice president and presumptive Democratic presidential nominee made the assertion during a Wednesday virtual event with the Human Rights Campaign. He received a question on how he would ensure gay and transgender people have access to affordable healthcare.
