Trump picks National Labor Relations Board chair, assistant secretaries

President Trump selected Philip A. Miscimarra to chair the National Labor Relations Board, the White House announced Friday evening.

Like Trump, Miscimarra earned his business degree at the University of Pennsylvania’s Wharton School of Business, though Trump graduated a few years earlier in 1968. For the past two decades, Miscimarra has also been a senior fellow at Wharton.

Miscimarra served as a member of the labor board from 2013 to 2017, appointed under Obama for a designated Republican seat, and previously worked as a partner in the Labor and Employment Group of Morgan Lewis & Bockius LLP.

Trump also nominated Brett Giroir, president and CEO of ViraCyte, LLC, as assistant secretary of Health and Human Services. Giroir will report to HHS Secretary Tom Price.

Neal J. Rackleff was tapped for assistant secretary of Housing and Urban Development, Community Planning and Development. Rackleff works as partner at Locke Lord, where he focuses on economic development, affordable housing and inner-city revitalization.

Heather L. MacDougall was selected as a member of the Occupational Safety and Health Review Commission, a demotion but continuation of her stint as acting chair following former President Barack Obama’s leave from office.

The White House also picked Elinore F. McCance-Katz for assistant secretary for Mental Health and Substance Use at HHS.
