Jerry Brown Vetoes ‘Tampon Tax’ Bill

Liberal members of the California Assembly are outraged today after Governor Jerry Brown vetoed a bill that would eliminate sales taxes on women’s hygiene products. Proponents of the bill have misleadingly dubbed their bill as a solution to the “tampon tax” — though there is no specific tax on tampons or similar products. (See previous coverage here.)

Assemblywoman Cristina Garcia, author of the bill, was deflated: “Today Governor Brown sent a clear message to all women in California. He told us periods are a luxury for women. Let me be clear; biologically periods are not luxuries and they are definitely not something women should be ashamed of. We have a long way to go in our journey for equity in California….” Garcia also said that it’s “clear Governor Brown is on the wrong side of history.”

To be fair to Brown, he said no such thing, explaining his veto in a statement:

Each of these bills creates a new tax break or expands an existing tax break. In total, these bills would reduce revenues by about $300 million through 2017-18. As I said last year, tax breaks are the same as new spending— they both cost the General Fund money. As such, they must be considered during budget deliberations so that all spending proposals are weighed against each other at the same time. This is even more important when the state’s budget remains precariously balanced.

Among other bills vetoed by Brown were similar measures to exempt diapers, animal blood, and forgiven mortgage debt from taxation.

So, not only does the liberal Brown hate women, he hates children, parents, and pets, too.
