A Democratic congressman blamed the death of his friend in the Iraqi army on America’s “failed policy in Iraq” and is trying to do something about it in this year’s defense policy bill.

Rep. Seth Moulton, D-Mass., and a former Marine Corps officer, tweeted on Friday that Lt. Col. Ehab Hashem Moshen, a member of the Iraqi army with whom he served during a deployment, had been killed fighting the Islamic State.
