D.C. Attorney General Peter Nickles said Tuesday that the District has filed a consumer protection action against condominium developer Charles Jenkins, charging that he sold units and concealed “the true conditions of the refurbished condominiums, which suffered from severe defects.”
Jenkins also violated D.C. law by not posting a warranty bond or letter of credit to cover potential defects with the condos.
Other claims against Jenkins include:
- Using “shoddy workmanship” in refurbishing the condos
- Defects include: leaky roofs and ceilings, improperly installed utilities
- “False representations or omissions” on condo disclosure documents, if one was provided at all.
The complaint sites three known condo complexes where Nickles says Jenkins is liable: one on Eighth Street Southeast.; one on Eastern Avenue Northeast, and another on A Street Southeast.
Nickles is asking for an injunction to immediately stop Jenkins from conducting business and for restitution for damages for each of the affected homeowners.
