Paul Ryan: Putin not invited to address Congress

House Speaker Paul Ryan won’t invite Russian President Vladimir Putin to address a joint session of Congress if he comes to Washington to visit President Trump this fall.

“We certainly will not be giving him an invitation to do a joint session,” Ryan said, referring to an address many foreign leaders have delivered to both the House and Senate. “That’s something we do for our allies.”
