WHO: West Virginia developer Douglas E. Pauley WHAT: Pauley’s company, Encore Management, is being investigated by the FBI for allegedly using federal low-income housing tax credits to keep his company afloat. Federal agents took hundreds of boxes of materials from the firm.

WHY ITS AN OUTRAGE: Pauley’s company is building a low-income housing complex on 11 acres of land he purchased from West Virginia’s state treasurer, John Perdue.
