WHAT: Requesting $20 million for the Edward M. Kennedy Institute honoring the late Massachusetts senator. The institute would be a repository for Kennedyâs papers and an accompanying civic learning center on the University of Massachusetts at Boston campus in Dorchester.
WHY ITâS AN OUTRAGE: Kerry is requesting it be included in the $360 billion defense budget. Kennedyâs appointed Senate replacement, Paul Kirk, will also be voting on the measure â even though he sat on the instituteâs board, where he helped plan and raise funds for the new center.
