The United Kingdom approved a slew of new sanctions on Thursday, targeting several Russian actors for the “barbaric treatment of children in Ukraine.”
Russian Children’s Rights Commissioner Maria Lvova-Belova, Patriarch Kirill, the head of the Russian Orthodox Church, and other allies of Russian President Vladimir Putin were included in the new round of sanctions.

“Today we are targeting the enablers and perpetrators of Putin’s war who have brought untold suffering to Ukraine, including the forced transfer and adoption of children,” the U.K.’s Foreign, Commonwealth, and Development Office said in a statement.
Lvova-Belova is accused of overseeing 2,000 children being taken from the Luhansk and Donetsk regions of Ukraine and orchestrating a policy to allow their “forced adoptions” in Russia, the U.K. said.
Patriarch Kirill has also been a vocal supporter of Putin and his invasion of Ukraine, playing an integral role in laying down the spiritual and moral justification for Putin’s actions, even blessing Russian troops headed for Ukraine.
His support of the war has frayed his relationship with the international church community. The World Council of Churches, a fellowship of 352 churches across 120 countries, openly criticized Kirill’s decision to support the war back in April.

Sergey Savostyanov, the deputy of the Moscow city Duma, members of the Salvation Committee for Peace and Order, and military colonels who are believed to have raped and tortured civilians in Bucha, Ukraine, are among others who fall under the new sanctions.
