Glenn Youngkin (R-VA) opposes national legislation curtailing abortion rights, believing the issue should be left to the purview of the states.

Youngkin, who has said he is a “pro-life governor,” is pushing legislation in Virginia to outlaw abortion at 15 weeks while permitting exceptions for rape, incest, and risks to the mother’s health. He is hopeful a bill might pass when the state legislature reconvenes in January. But Youngkin is against federal intervention to restrict abortion rights in states governed by Democrats. That includes opposing Sen. Lindsey Graham’s (R-SC) proposal to outlaw the procedure nationally after 15 weeks of pregnancy.

“We find [ourselves] in a situation today reflecting what I believe was a very good decision from the Supreme Court to remand, to the states, the right to make these decisions,” Youngkin, a potential 2024 presidential contender, said Friday in Austin, Texas, during an hourlong Texas Tribune Festival interview. “I felt that the decision was correct. This is a decision that should be made by voters — by citizens.”

In late June, the Supreme Court gave its ruling for Dobbs v. Jackson Women’s Health Organization, overturning Roe v. Wade and eliminating federal protections for abortion rights.

Democrats support expansive abortion rights. That includes allowing access to the procedure late in the third trimester of pregnancy, up until the point of birth. Youngkin acknowledged that his commitment to states’ rights would enable such abortions to continue in blue states, which in the wake of the Dobbs ruling have touted themselves as a sanctuary for women who need access to the procedure but are prohibited from accessing it where they live.

“I want to remind everybody, I am a homegrown Virginian. And there were a few influential Virginians who were present at the founding of this great country, one of which was a gentleman named Thomas Jefferson. And I believe in states’ rights,” Youngkin said. “The federal government consistently overreaches. … States, in fact, have the ability to deal with these issues based on their voters’ desires. So, this is one of those circumstances.”

Youngkin won the governor’s mansion in Virginia last November, capturing a blue state that supported President Joe Biden over former President Donald Trump by 10 percentage points just 12 months earlier.
