The proposed rule, which the White House announced Thursday, would require “major” federal contractors to publicly disclose emissions, as well as climate-related financial risks associated with their operations. It would also require contractors to set emissions reduction targets.

A major contractor is defined as one receiving more than $50 million in annual contracts.

Government agencies have proposed a host of new rules under Biden that are designed to reduce emissions and help facilitate a “transition” from traditional energy sources, such as oil and coal, to greener ones.

Among the most controversial to be proposed is a rule from the Securities and Exchange Commission that would require all publicly listed companies to disclose emissions and climate-related risks.

A sticking point with that rulemaking has been the inclusion in disclosure requirements of “Scope 3” emissions, which are those created not just by the company itself but also by its suppliers and by the use of its products. For example, Scope 3 emissions for a truck manufacturer could include the lifetime emissions generated in driving the trucks. Companies often complain that Scope 3 emissions are hugely difficult to track and report.

The proposed rule for federal contractors also proposes to require disclosure of “relevant categories” of Scope 3 emissions.

Biden will highlight the new proposed rule at the United Nations climate change conference in Egypt, informally called “COP27,” to which he will travel Thursday evening. Biden also attended the conference last fall.

Finalization of the rule would make the U.S. the first national government “to strengthen its supply chain by requiring major suppliers to set Paris Agreement-aligned emissions reduction goals,” according to the White House.
