Rep. Scott Perry (R-PA) is calling on House Speaker Mike Johnson (R-LA) and House Republicans to support his effort to block President Joe Biden’s State of the Union address before Congress.
“We need to use every single point of leverage, every single point … including the spending, and certainly including an address to the people from Congress,” Perry told Fox Business’s Maria Bartiromo on Monday.
“He comes at the invitation of Congress,” he added. “The Republicans are in charge of the House. There’s no reason that we need to invite him to get more propaganda and to actually blame the American people for the crisis he caused.”
The time that would normally be granted to the president to deliver the address could instead be used in a much more productive way by House Republicans, according to Perry.
“We can spend the time reminding America that, on day one, he countervailed the last administration’s policies that were securing our border,” he said. “That’s what probably the time would be better spent served using.”
Under Article 2, Section 3, Clause 1 of the Constitution, the president “shall from time to time give to Congress information of the State of the Union and recommend to their Consideration such Measures as he shall judge necessary and expedient.”
The method of delivering that information, be it an address or a letter, is not specified.

Perry’s call to block the president’s State of the Union address comes weeks after he questioned Biden’s ability to lead the nation competently.
“It’s abusive … what’s being done, using him to be the president,” he told Fox News. “I don’t know that he’s making many decisions. There’s a lot of people around him that I fear are making the decisions.”
