Apartment complex goes condo

The Baltimore County Windsor Mill community will soon have its first Class-A condominium development once the conversion of 286 area apartments is complete.

Called Windsor Commons Condominiums, the 18.3-acre development located at 2800 Ashfield Drive, was recently acquired by developers USP Development and RMS & Associates who opted to convert the existing apartments and then sell them as condominium units.

The project developers declined to disclose the purchase price of the complex and the conversion costs.

“This area did not have a Class-A condominium project,” said Robert Stein, president of RMS & Associates. “The location is very convenient to a lot of different roadways and it?s accessible to the city itself. Plus, I think the price point is a reasonable price point for what they?re buying.”

Prices for the new condos range from $199,0000 to $310,000. So far, four units have been sold while 205 units are still occupied by renters.

Current residents were notified of the conversions and have first right of refusal for the properties. If they opt not to purchase their condos, residents will be able to stay in their current housing through their lease term or for 180 days.

“Eventually, the goal would be all to have all 286 units sold as condominiums, but it does take time. It?s a transition. But really, this is the only Class-A condo property in the area so there is no competition,” Stein said.

Baltimore County Councilman Kenneth Oliver, Fourth District, said that the converted condos will not only offer additional ownership opportunities in the area, but also will increase the county?s tax base.

“So far this seems to be a good project,” Oliver said. “And, instead of the owners of the apartment complex paying taxes, the individuals will be paying taxes. Because of the high market value these will sell for, these condos will produce additional tax revenue for the county.”

The new condos will be available as one-, two- and three-bedroom units.

For standard units, upgrades to the existing apartments include new resilient flooring, new carpet, Formica countertops, GE refrigerators, decorator blinds and a designer light package.

For premiumunits, upgrades will include oak hardwood flooring, ceramic tiles in all baths, upgraded carpet, granite countertops, 42-inch maple cabinets, a GE stainless steel appliance package, designer light package and ceiling fan, two-tone paint and crown molding in the living and dining areas.

“We?re also doing a lot of upgrades to the exterior with new landscaping and new awnings,” Stein said.
