President Trump said he supports former national security adviser John Bolton’s opinion of the 1973 War Powers Resolution.
“Smart analysis, I fully agree!” the president said Thursday after Bolton tweeted that the resolution violated the U.S. Constitution.
“The 1973 War Powers Resolution is unconstitutional,” Bolton said in a tweet. “It reflects a fundamental misunderstanding of how the Constitution allocated foreign affairs authority between the President and Congress. The Resolution should be repealed.”

The War Powers Act was a resolution intended to limit the power of a president to escalate militarily without congressional approval. The resolution requires the president to consult Congress “in every possible instance” before the commander in chief can commit to war.
House Democrats have criticized Trump for not notifying them ahead of time about the airstrike on Iranian Gen. Qassem Soleimani. The White House notified Congress after the strike about the killing of Soleimani in fulfillment of the resolution.
