Dallas police officer arrested and charged with murder

A Dallas police officer on Thursday was arrested on capital murder charges stemming from a yearslong investigation.

Officer Bryan Riser, who has been with the law enforcement body since 2008, has been implicated in two murders, Dallas Police Department Chief Eddie Garcia told reporters during a press conference. Riser instructed a witness to kidnap and kill two people between February and March 2017, Garcia said.

One of the victims, a woman, was found dead in a river after she was riddled with bullets. The corpse of the other victim, a male, has yet to be uncovered.

Riser had a relationship with at least one of the deceased, Garcia said.

“There’s an old adage in police work that says no one hates a bad cop more than a good cop,” the chief said. “We hire individuals from the human race, and when we find individuals such as this, it’s the actions we take afterwards that we should be judged by. We will hold ourselves accountable to the highest levels.”

Riser was apprehended earlier on Thursday and is still under an internal affairs investigation, a memo from the department read.

The officer was also arrested on domestic assault charges in 2017, but his initial run-in with the law does not pertain to the current criminal investigation, the chief added.

Garcia said a “motive for these murders is unknown at this time,” and he indicated that his department will continue to look into the case with the help of the FBI.
