President Joe Biden is testing negative for COVID-19 despite having a chesty cough that repeatedly disrupted his speech celebrating the bipartisan passage of a $280 billion bill investing in the country’s manufacturing and technology sectors.

“The president tested negative for COVID yesterday and this morning,” a White House official told reporters Tuesday.

Earlier, Biden stopped multiple times during his South Lawn address, delivered before signing the CHIPS and Science Act into law, because of the cough, distracting from what has been hailed as a major legislative win. He flew to Delaware last Sunday and Kentucky on Monday after returning two negative tests during the weekend, his first in-person appearances after a second isolation period due to his rebound infection.

“Excuse me,” he said at one point. “I’m going to take another sip of water.”
