WHAT: Director W. Craig Fugate sent a letter to Congress warning that the agency in charge of disasters is facing a financial disaster of its own. There’s just $693 million left in FEMA’s disaster relief fund; the agency owes $645 million to 47 states for past relief efforts and an additional $1.7 billion to cover Hurricane Katrina rebuilding efforts.
WHY IT’S AN OUTRAGE: No wonder FEMA is broke. In the aftermath of Katrina, it spent $900 million on more than 26,000 prefabricated and modular homes that, according to its own regulations, could not be used in the coastal flood plains of Louisiana and Mississippi.
