A Harford County grand jury has indicted a Forest Hill man on charges including child sex abuse and conspiracy to send a minor across state lines to be abused by another man.
Thomas Kaiser, 53, was indicted on one count each of possessing and producing child pornography, two counts of child sex abuse, and one count of conspiracy to commit child sexual abuse in connection with incidents that occurred throughout 2007, Assistant State?s Attorney Bruce Smith said.
Kaiser was accused of abusing a minor female and conspiring with Pennsylvania resident Bruce Krumrine to send the teenage girl to Pennsylvania to be further abused, Smith said. Krumrine has been charged by authorities in Pennsylvania; it is unclear whether he will face charges in Maryland, Smith said.
Child pornography was found on Kaiser?s computer, Smith said. Kaiser and Krumrine both work “fairly high up” in the same construction company, which Smith did not identify.
Kaiser’s address on court records was listed as the 1200 block of Sharon Acres Road in Forest Hill, which is also the address for the Maryland division of restaurant and retail builder Custom Commercial Construction Corp. A man who answered the phone at the company’s New York headquarters hung up on a reporter inquiring about Kaiser, and further calls for comment were not returned.
Kaiser also was indicted on sex offense charges for allegedly abusing a then-13-year-old girl between January and February of 1981, which came to light during the latest investigation, Smith said.
He is being held at the Harford County jail in lieu of a $2 million bail.
