  • Millicent West offered her resignation directly to Mayor Vincent Gray, who accepted, his office said.

West, who formerly headed the Children and Youth Investment Trust Corp., was listed in court papers filed in conjunction with Thomas’ guilty plea on Jan. 6.

In those documents, Thomas and federal prosecutors said West suggested that a staff member “change the name of the entity” that would receive District money for an event Thomas organized for the day of President Obama’s inauguration. That event was paid for with tens of thousands of dollars that was supposed to go to the District’s youth sports programs.

West has not been charged with a crime. Thomas will be sentenced on May 3.
