McNeil was a convicted felon who was still on probation for a 2003 drug conviction, NYPD Chief of Detectives James Essig said at a press conference.
McNeil had been arrested several times prior, including in 1998 for gun possession, which was later dismissed, and in 2002 in Pennsylvania for assaulting a police officer, according to the New York Post.
