A 19-year-old has been charged in a 2008 stabbing death near Petworth.
Police charged Nelson Javier Fuentes-Portillo, of D.C., with first-degree murder and murder in the aid of racketeering in the slaying of Luis Zelaya, of the 400 block of Gallatin Street, NW.
On the night of Nov. 6, 2008, Zelaya was found in the intersection of 11th Street and Otis Place NW. He was taken by D.C. officials to a hospital, where he died.
