Schiraldi: Comprehensive reform is only solution

Vincent Schiraldi was named the first head of a newly created juvenile justice agency in January 2005. He was directed to reform a long-troubled system and poorly managed juvenile jail, the Oak Hill Youth Center in Laurel.
