Execution moratorium stays in place

The state House Judiciary Committee in a 13-7 vote Friday rejected legislation that would have lifted a court-ordered moratorium on executions in Maryland by lethal injection.

The vote was considered a sign the committee might be willing to ban the death penalty completely.

The Court of Appeals said lethal injections violated the state?s Administrative Procedures Act, but the bill would have exempted the death penalty process from that law.

“If we?re going to be put somebody to death, we ought to scrutinize the process,” said Del. Sandy Rosenberg, in opposing the bill. The Baltimore Democrat is sponsoring the repeal of the death penalty.
