Police seek suspect in kidnap, rape of girl

Police said Wednesday that they have exhausted all resources in their search for a Baltimore County man suspected of kidnapping and raping a 13-year-old girl in January.

Baltimore County police said they found the victim with Jose Elder Montufar, 28, the day after he allegedly kidnapped the girl from her home in the Govans neighborhood of Baltimore City, but didn?t have enough reason to detain him at the time. It wasn?t until later that day police learned Montufar, who is a friend of the victim?s uncle, raped the girl while she slept in his Parkville home, they said.

By that time, police spokesman Cpl. Mike Hill said, the suspect was gone.

“We started looking for him that day and thought he might be bogged down in the Hispanic community,” Hill said. “Now, we ain?t got a clue.”

Police said the victim was alone with her brother in their home Jan. 27 while their mother briefly went to the store. Montufar knocked on the door and grabbed the victim when she opened it, dragging her to his car and driving her to his home on the 8100 block of Ridgetown Road in Parkville, police said.

There, police said, Montufar raped her after she fell asleep.

“She was scared to death,” Hill said.

The victim?s mother led police to Montufar?s home the next morning, where they found him with the victim ? suspicions aroused, but without “enough probable cause to detain him or arrest him,” Hill said.

Later that day, the victim told her mother about the sexual abuse, Hill said, and police began their search.

The search is one of several for rape suspects in the county. Police also are asking the public?s help identifying a suspect who robbed and raped a 22-year-old woman at gunpoint in her apartment off Wilkens Avenue on Valentine?s Day.
