‘Desperate times call for desperate measures’: Democratic lawmakers strip down for voter education effort

Three Pennsylvania lawmakers stripped down so they were only wearing a ballot above the waist in an effort to educate voters on mail-in ballot procedures.

“Desperate times call for desperate measures! So your favorite elected officials got naked so that you remember to make sure that your mail-in ballot is NOT submitted without its secrecy envelope!! #nonakedballots #dressyourballot,” Allegheny County Councilwoman Bethany Hallam wrote on Twitter of the campaign.

Hallam was joined by fellow Allegheny County Councilwoman Olivia Bennett and Pennsylvania state Representative-elect Emily Kinkaid in posing topless with only ballots.


Pennsylvania requires absentee ballots to be enclosed within a secrecy envelope. Ballots that don’t use the envelope are colloquially referred to as “naked ballots” and will not be counted due to a state Supreme Court ruling.

In a related election decision, the state’s Supreme Court recently gave Democrats a major victory: Ballots will be processed if they are postmarked by Election Day and arrive by Nov. 6, three days after the election.
