The states that have opened vaccine eligibility to all adults

States are lifting eligibility requirements for COVID-19 vaccines as shipments climb.

So far, roughly 95 million people have received at least one dose of a vaccine, more than a third of the adult population, at a rate of about 2.4 million shots given each day. At least 52.6 million people have been fully vaccinated. At this rate, the United States is on track to cover 75% of its adult population within about four months.

Nearly 73% of all adults to have received at least one dose are 65 and older, the age group that has the highest risk of severe cases of COVID-19. The total number of seniors who are fully vaccinated has reached about 27 million so far, according to the Centers for Disease Control and Prevention.

The Biden administration easily surpassed its initial goal to administer 100 million shots in his first 100 days in office, an objective deemed too unambitious at the outset by public health experts, with about 40 days to spare. President Joe Biden announced last week that he would double his original goal, vowing to administer 200 million shots by his 100th day in office. He has also urged states to lift all eligibility requirements by May 1, a target that most states have already met.

Below are the states that have taken steps to make the vaccines accessible to all adults.

Note that the two-shot Pfizer-BioNTech vaccine has been deemed safe for people 16 and older and the Moderna and Johnson & Johnson vaccines have been authorized for adults 18 and older.

States that have widened vaccine availability to all adults:

  • Alaska — All adults 16 and older can get a vaccine. To date, about 403,000 shots have been administered. About 33% of adults in Alaska have received at least one dose of a vaccine while 22% have been fully vaccinated.
  • Arizona — All adults 16 and older are eligible for the vaccine. About 3.4 million vaccines have been administered so far. Nearly 29% of Arizonans have received at least one dose while 16.6% have been fully vaccinated.
  • Georgia — Everyone 16 or older is eligible for a vaccine. Nearly 3.7 million doses have been given so far. About 23% of Georgia adults have received at least one dose while 12% have been fully vaccinated.
  • Kansas — All adults 16 and over are eligible for a vaccine as of Monday. More than 1.2 million doses have been administered so far. Nearly 30% of all adults have received at least one dose while more than 16% have been fully vaccinated.
  • Louisiana — All adults 16 and older are eligible for a vaccine. More than 1.9 million shots have been administered so far. More than a quarter of Louisiana adults have received at least one dose while nearly 16% have been fully vaccinated.
  • Minnesota — All adults 16 and older will be eligible for a vaccine starting on Tuesday. More than 2.6 million doses have been administered so far. Over 30% of adults have received at least one dose while 18% have been fully vaccinated.
  • Mississippi — All adults 16 and older are eligible for a vaccine. To date, Mississippi has administered more than 1.1 million doses. About 24% of adults have received at least one dose while more than 14% have been fully vaccinated.
  • North Dakota — All adults 16 and older are eligible for the vaccine. More than 401,000 doses have been administered so far. About 31% of adults have received at least one dose while nearly 20% have been fully vaccinated.
  • Ohio — All adults 16 and older are eligible for the vaccine. Roughly 5.1 million doses have been administered so far. More than 28% of adults have received at least one dose while about 16% have been fully vaccinated.
  • Oklahoma — All adults 16 and older are eligible for a vaccine. Nearly 1.9 million doses have been administered so far. About 30% of adults have received at least one dose while 17% have been fully vaccinated.
  • Texas — All adults 16 and older are eligible for a vaccine. More than 11.1 million doses have been administered so far. Nearly a quarter of adults have received at least one dose while 13% have been fully vaccinated.
  • Utah — All adults 16 and older are eligible for a vaccine. Nearly 1.3 million doses have been administered so far. Over 24% of adults have received at least one dose while nearly 11% have been fully vaccinated.
  • West Virginia — All adults 16 and older are eligible for a vaccine. Nearly 858,000 doses have been administered so far. Roughly 29% of adults have received at least one dose while about 18.5% have been fully vaccinated.

The following states will widen vaccine availability on Wednesdays:

  • Indiana — All adults 16 and older will be eligible for a vaccine in Indiana starting on Wednesday. More than 2.7 million shots have been administered in Indiana to date. Nearly a quarter of all adults have received at least one dose while about 16% have been fully vaccinated.
  • South Carolina — All adults 16 and older will be eligible for a vaccine starting on Wednesday. More than 2.1 million doses have been administered so far. Nearly 27% of adults have received at least one dose while roughly 15% have been fully vaccinated.

States that will widen vaccine availability to all adults in April:

  • California — Gov. Gavin Newsom announced last week that all adults 16 and older will be eligible for the vaccine starting on April 15. The state has administered more than 17.7 million doses. Nearly 30% of adults have received at least one dose while more than 15% have been fully vaccinated.
  • Colorado — All adults 16 and older will be eligible for the vaccine starting on Friday. To date, more than 2.6 million doses have been administered. Nearly 29% of Colorado adults have received at least one dose while about 17% have been fully vaccinated.
  • Connecticut — All adults older than 16 will be eligible for the vaccine starting April 5. To date, nearly 1.9 million doses have been administered. More than 34% of Connecticut adults have received at least one dose while more than 19% have been fully vaccinated.
  • Florida — All adults 18 and older will be eligible for the vaccine starting April 5. Nearly 9.3 million doses have been administered so far. More than 27% of the adult population has received at least one dose while about 15% have been fully vaccinated.
  • Idaho — All adults 16 or older will be eligible for a vaccine starting April 5. Nearly 737,000 shots have been administered so far. More than a quarter of adults have received at least one dose while about 16% have been fully vaccinated.
  • Illinois — All adults 16 and older will be eligible for a vaccine starting April 12. To date, roughly 5.8 million doses have been administered. About 30% of adults have received at least one dose while 16% have been fully vaccinated.
  • Iowa — All adults 16 or older will be eligible for a vaccine starting April 5. About 1.5 million doses have been administered so far. More than 30% of adults have received at least one shot while 19% have been fully vaccinated.
  • Kentucky — All adults 16 and older will be eligible for a vaccine starting April 12. More than 2 million doses have been administered to Kentucky adults so far. More than 30% have received at least one dose while roughly 16.8% of adults have been fully vaccinated.
  • Maine — All adults 16 and older will be eligible for vaccination starting April 19. The initial target date for opening vaccine appointments to everyone was May 1. Nearly 684,000 doses have been administered to adults so far. More than 33% have received at least one dose while roughly 19% have been fully vaccinated.
  • Maryland — All adults 16 and older will be eligible for the vaccine by April 27. More than 2.6 million doses have been administered so far. About 30% of Maryland adults have received at least one dose while about 16% have been fully vaccinated.
  • Massachusetts — All adults 16 and over will be eligible for vaccination starting April 19. Nearly 3.5 million doses have been administered in Massachusetts so far. More than 33% of adults have received at least one dose while about 18% have been fully vaccinated.
  • Michigan — All adults 16 and older will be eligible for the vaccine starting April 5. More than 4.2 million doses of vaccine have been administered in Michigan. Nearly 28% of the population has received at least one dose while roughly 16.5% of adults have been fully vaccinated.
  • Missouri — All adults 16 and older in the state will be eligible for a vaccine starting April 9. More than 2.5 million doses have been administered so far. About a quarter of all adults have received at least one dose while more than 14% have been fully vaccinated.
  • Montana — All adults 16 and over will be eligible for coronavirus vaccines starting on Thursday. More than 502,000 doses have been administered so far. Nearly 30% of adults have received at least one dose, and 18% have been fully vaccinated.
  • Nevada — All adults 16 and older will be eligible for a vaccine starting April 5. More than 1.3 million doses have been administered to date. Over 27% of Nevada adults have received at least one dose while about 15.7% have been fully vaccinated.
  • New Hampshire — All adults 16 and older will be eligible for a vaccine starting on Friday. More than 602,000 doses have been administered so far. About 30% of adults have received at least one dose while 17% have been fully vaccinated.
  • North Carolina — All adults 16 and older will be eligible beginning April 7. Nearly 4.6 million doses have been administered so far. About 28% of adults have received at least one dose, while 16% have been fully vaccinated.
  • Rhode Island — All adults 16 and older will be eligible for a vaccine in the state by late April, although the state has not specified the date. Roughly 538,000 doses have been administered so far. Nearly 32% of adults have received at least one dose while about 20% have been fully vaccinated.
  • Tennessee — All adults 16 and older will be eligible for a vaccine starting April 5. Over 2.5 million doses have been administered so far. Over 24% of adults have received at least one dose while about 13% have been fully vaccinated.
  • Vermont — All adults 16 and older will be eligible for the vaccine starting April 19. More than 316,000 doses have been administered so far. Over 32% of adults have received at least one dose while about 17.8% have been fully vaccinated.

States that will widen vaccine availability to all adults starting May 1:

  • Nebraska — All adults 16 and over will be eligible for coronavirus vaccines starting May 1. Roughly 900,000 doses have been administered in Nebraska so far. Nearly 30% of adults have received at least one dose while roughly 17% have been fully vaccinated.
  • Oregon — All adults 16 and older will be eligible for the vaccine starting May 1. More than 1.8 million doses have been administered so far. Roughly 27.5% of adults have received at least one dose while about 16% have been fully vaccinated.
  • South Dakota — All adults 16 and older will be eligible for a vaccine starting May 1. More than 488,000 doses have been administered so far. Over 34% of adults have received at least one dose while nearly 22% have been fully vaccinated.

States that have not set a target date but pledged to adhere to Biden’s May 1 deadline:

  • Delaware — All adults 16 and older will be eligible for the vaccine by May 1. More than 447,500 doses have been administered in Delaware so far. Nearly 30% of adults have received at least one dose while roughly 15.7% of adults have been fully vaccinated.
  • District of Columbia — All adults 16 and older will be eligible for the vaccine by May 1. To date, Washington has administered roughly 354,000 doses. More than a quarter of adult residents in the district have received at least one dose while nearly 13% have been fully vaccinated.
  • Hawaii — All adults 16 and older will be eligible for the vaccine by May 1. Hawaii has administered roughly 685,000 doses of vaccine so far. About 31% of adults have received at least one dose, while just over 18% have been fully vaccinated.
  • Pennsylvania — All adults 16 and older will be eligible for the vaccine by May 1. Nearly 5.9 million doses have been administered so far. About 31% of adults have received at least one dose while 16% have been fully vaccinated.
  • Virginia — All adults 16 and older will be eligible for the vaccine by May 1. Nearly 3.9 million doses have been administered so far. About 30% of adults have received at least one dose while slightly over 16% have been fully vaccinated.
  • Wisconsin — All adults 16 and older will be eligible for the vaccine by May 1. Nearly 2.9 million doses have been administered so far. More than 31% of adults have received at least one dose while 18% have been fully vaccinated.

States that have not announced target dates for widening vaccine availability to all adults:

  • Alabama — Alabama has administered roughly 1.6 million doses so far. Nearly 23% of the adult population has received at least one dose while about 13% have been fully vaccinated, according to an analysis by Bloomberg.
  • Arkansas — To date, the state has administered more than 1.1 million doses. More than a quarter of adults have received at least one dose while about 13.5% have been fully vaccinated.
  • New Jersey — More than 4.2 million doses have been administered to date. Roughly 32% of adults have received at least one dose while about 17.6% have been fully vaccinated.
  • New Mexico — More than 1.2 million doses have been administered. Roughly 37% of adults have received at least one dose while about 23% have been fully vaccinated.
  • New York — More than 8.8 million doses have been administered. Roughly 30% of adults have received at least one dose while about 15.8% have been fully vaccinated.
  • Washington — Over 3.5 million doses have been administered so far. About 29% of adults have received at least one dose while about 17% have been fully vaccinated.
  • Wyoming — Nearly 262,000 doses have been administered so far. About 27% of adults have received at least one dose while about 18% have been fully vaccinated.
